HUD Counseling Explained

Every HECM borrower must complete an independent session with a HUD-approved housing counselor before closing. Here is what that means and why it matters.

Before any HECM (Home Equity Conversion Mortgage) can close, federal law requires you to complete counseling with a HUD-approved housing counseling agency. This requirement applies to standard HECM refinances and HECM for Purchase transactions alike.

Counseling is not a formality — it is an independent checkpoint designed to ensure you understand the product, your ongoing obligations, and alternatives before committing. The counselor works for you, not for Ennkar or any lender.

Why HUD Requires Counseling

Congress created the HECM program with built-in consumer protections because reverse mortgages work differently from forward loans. Counseling gives you a neutral expert to review program mechanics, ask questions about your situation, and compare a HECM to other options — before you sign closing documents.

Lenders cannot waive this step. Your loan officer will ask for a counseling certificate as part of underwriting. Most borrowers schedule counseling after initial application and before appraisal and final underwriting.

What the Session Covers

Bring questions — especially about heirs, property charges, and how proceeds may interact with other benefits. Counselors cannot give investment or legal advice, but they can explain program rules and point you to specialists when needed.

HUD maintains a searchable directory of approved agencies nationwide. Sessions are commonly available by phone, which makes scheduling straightforward even if you are traveling or relocating.

Your loan officer may provide a list of agencies other clients have used, but the choice is yours. Compare availability, language support, and fees before booking.

Counseling vs. Working With a Loan Officer

Is HUD counseling required for every HECM?
Yes. Federal law requires all HECM borrowers — including HECM for Purchase — to complete a counseling session with a HUD-approved housing counseling agency before the loan can close. Proprietary jumbo reverse mortgages may have different requirements depending on the investor and state.
How long does a HECM counseling session take?
Most sessions run 60 to 90 minutes. Phone counseling is widely available and satisfies the requirement. Some agencies offer in-person or video sessions. You receive a counseling certificate when complete, which your lender needs to proceed to closing.
How much does HUD counseling cost?
Fees vary by agency but are often free or low-cost — commonly in the $0–$125 range. Agencies must disclose fees upfront. If cost is a barrier, ask the counselor about fee waivers or reduced-fee programs.
Can my lender choose my HUD counselor?
You choose from HUD's list of approved agencies. The counselor is independent of your lender and should not receive referral fees from the loan officer. This separation is intentional — counseling is a consumer protection, not a sales step.
What if counseling reveals a reverse mortgage is not right for me?
That is exactly why counseling exists. The counselor reviews alternatives — staying in place, downsizing, other loan types, or public benefits — and helps you decide whether a HECM aligns with your goals. There is no obligation to proceed after counseling.
