Can Illinois homeowners get a reverse mortgage?

Yes. Qualifying Illinois homeowners may consider a Home Equity Conversion Mortgage (HECM), the reverse mortgage insured by FHA. A HECM generally requires at least one borrower age 62 or older, an eligible principal residence, HUD-approved counseling, sufficient equity, and financial and property review. Proprietary products have their own requirements. No online guide can determine approval.

Understand the tradeoff before the proceeds

A reverse mortgage may let a homeowner use part of the home’s equity without required monthly principal-and-interest payments while loan terms are met. It is still a mortgage. Interest and applicable charges accrue, the balance generally grows, and remaining equity generally declines.

Borrowers must occupy the home as their principal residence, keep it in good repair, and pay property charges such as:

  • property taxes and special assessments;
  • homeowners and flood insurance where required;
  • condominium or HOA dues; and
  • other charges identified in the loan documents.

The loan may become due after a sale, permanent move, or death of the last borrower, or after a default under the terms.

Illinois property taxes and senior exemptions

Cook County and collar-county tax bills can be a major ongoing cost for Chicago-area homeowners. A reverse mortgage does **not** eliminate property taxes. Financial assessment reviews whether you can keep required charges current.

Illinois offers several senior-related property-tax programs administered through counties and the Illinois Department of Revenue, including the Senior Citizens Homestead Exemption and, for some households, assessment freeze or deferral programs. Amounts, income limits, ages, and filing rules vary by county and tax year.

Do not assume a reverse mortgage creates or preserves an exemption. Confirm status with your Chief County Assessment Office (or Cook County Assessor) and use the actual bill in your budget. A deferral can create a lien that title and underwriting must review. Read current guidance from the Illinois Department of Revenue property tax relief pages and your county.

Condos, cooperatives, and Chicago-area housing

Condominium HECM eligibility depends on current FHA project requirements, association finances, master insurance, owner occupancy, litigation, and special assessments. A prior FHA loan in the building does not guarantee a new HECM.

Cooperative apartments and unusual ownership structures often need early legal and underwriting review. Disclose the exact ownership interest before paying avoidable third-party costs. A unit used mainly as a short-term rental would not satisfy the HECM principal-residence requirement.

  1. **Identify the household goal.** Compare the loan with selling, downsizing, or other options.
  2. **Budget with the real tax bill.** Include exemptions only after the county confirms them.
  3. **Gather records.** Collect deed, lien statements, tax bill, insurance, HOA or association documents, and trust papers.
  4. **Raise building issues early.** Disclose condo/co-op status, assessments, and repairs.
  5. **Verify licensing.** Check NMLS and Ennkar’s licensing disclosures.
  6. **Complete counseling.** Use HUD’s HECM page to find an approved counselor.
  7. **Compare written loan information.** Review costs, payout choices, balance growth, and due-and-payable events.
  8. **Plan for heirs and servicing.** Keep documents accessible to a trusted person.

Consumer-protection checks

Illinois residential mortgage activity is regulated; consumers can verify companies and individuals through NMLS before sharing documents or paying fees. The CFPB provides reverse-mortgage information and a complaint process for covered entities.

Warning signs include guaranteed approval or proceeds, pressure to hide property facts, demands to transfer title to a stranger, or instructions to use proceeds for an investment. Be skeptical of anyone claiming to be “from HUD.”

Frequently asked questions

Does the Illinois senior homestead exemption remove my tax obligation?

No. An exemption may reduce equalized assessed value when you qualify and the county applies it, but HECM borrowers remain responsible for required property charges. Confirm the amount due with the county.

Can a Chicago condo qualify for a HECM?

Possibly, if the project and unit meet current FHA requirements. Ask for early review of project status, insurance, finances, and occupancy.
